it's cuz ichigo just suddenly became a shinigami..and he's new to the whole soul reaper stuff, and no one bothered teaching him those techniques

But his Getsuga Tenshou can be rendered useless with Kido... Byakuya can make a low level spell have the effect of the highest level spell

Getsuga Tensou is one attack its not like it can be fired it like 100 different ways, where as with kidou, depending on what you want to do, there are different arts and levels, for example: getsuga tensou is not meant to bind people, so if you want to immobilize someone without hurting them majorly, you could use a binding art, and the higher level destructive arts are pretty scary (aizen took out Komamura with just 1 level 90 attack that wasn't even done properly).

Ichigo can't do Kidou until he controls his spiritual power flux. When he'll be able,then we can think of him doing kidou. AND, Aizen did properly the destructive art but he didn't put so much power on it.
