Well... I'll just begin with the mistakes of this thread...
Well, you're asking about the fillers while the thread is about the Bleach OVA
And there's already a thread that's about the Bleach OVA in two different places
And then I'll finish off with answering the question.
Well, as we know that there's the manga storyline where the anime originates from. And the chapters come out weekly, but so do the episodes, an episode is about 2-3 chapters worth, while once chapter comes out per week. Inevitably, the episodes will catch up, therefore they make fillers to increase the gap between the anime and manga.
Why? Because if the anime is up to date with the manga, not only will people begin to stop reading the manga, but the episodes will have to come out every fortnight instead.
Though about the OVA, which is what I think you forgot to put in, I THINK, I'm not sure whether you're still talking about it.
Anyways, OVAs are different, they're never shown on TV and are probably something collector's-like, they're really just pointless and it has nothing to do with the storyline in the anime and manga.
