That place was probably away from Sereitei, because the 2 captains had to travel far to meet with yamamoto. So that place must be like the training area or OK-to-fight area/battlefield.

well i guess...o yea! when ichigo&co. got in they told them they could use any means necessary to capture them. so thats y ikkaku and ayasegawa used shikai

They got permission, and it's the only method to be able to use their shikai anywhere, SS or the real world.
they dont need permission to use shikai in the real world they just need permission to use bankai since they have those 80% power seals on. but yeah i agree it would be quite stupid being able to use shikai anytime in SS since like someone siad there is no point in it unless there is some kind of cival war going on the shinigami wouldnt draw arm's against each other. unless your anme is momo and your captin has just been 'killed' and your extremly pis*ed |

yea...but actually they can release their bankai...its just at no where close to full power. like when hitsu was fighting that arrancar and he released his bankai and was getting owned...
then as they got the limit release...he totally blew the arrancar away with the full force of his bankai

depends on the strength of the shikai. i mean someone's shikai could really not be all that good...but their bankai could pwn

sorry my bad i forgot about that bit:S and i would say limited bankai because you still get SOME power boost plus with everyone except ichigo you get added effects as far as i know so i'd say bankai

well with ichigo...he doesnt have a limit release since he's not a registered shinigami so the effects dont happen...they dont wanna consider him an official shinigami since they dont really like him all that much since he disobeys them a lot(like going for orihime of example)

Well Ichigo is a shinigami substitute or I forgot that term..
Also, I bet that the people at SS are not doing anything about Aizen right now in the eps.
