nope ikkaku doesn’t have a power limit cause no one in authority knows about his bankai, or they would set one. more likely they would force him to be a captain. and i think he might be stronger than hitsugaya (numbers after 10 are according to age, not power) since he’s older and extremely capable. plus, his love for fighting is key.

Haven’t any of you noticed the Hollows as you call them have no mask, when there like that they become Arrancar, hollows with Zanpakutos, and no mask, likewise when a Shinigami obtains a mask they become Vizards, Shinigami with a hollow mask, like Ichigo
